Yongxiang Lu Proposes to Strengthen Strategic Studies and Cultivation of Innovation Capability

In the 19th term of the training course for bureau (institute)-level leaders, Yongxiang Lu , president of the CAS, gave a report entitled " Foster the Concept of Scientific Development and Push Forward the Leap-over Development of Innovation".
Yongxiang Lu said that research personnel should acquire the frontier of the relevant discipline, and the demand of the country associated with the discipline; it is the duty of a leader of a research institute to formulate the development strategy for his own unit. Research institutes should aim at critical innovation objectives, and leaders should have higher level of strategic thinking and broader field of vision. They should have insight, courage and tolerance to judge and to make proper use of talents. They should attract people who are even more competitive, younger and have more innovation potential as his colleagues so as to push forward the development of the entire discipline and to raise the innovation capability of the entire research institute to a fresh level.

Talking of fostering the concept of scientific development, Yongxiang Lu said that this is the requirement of socialist modernization. We should put these concepts and objectives into effect. It is utmost important that leaders of the Academy headquarters and its subordinate institutes constantly intensify strategic studies. The objective of strategic studies is to fully understand the requirement of strategic development of the state and to study the world's scientific frontier. The two factors of what a institution can do for the country's strategic development in the field of relevant discipline, and what one can do to scale new heights of science in the world have to be made clear and combined for the selection of a breakthrough. Then, based on the strategic studies, one should determine the emphases of work, investment, introduction of talents and capacity building. Of course, deployment in the frontier of a discipline and basic fields should be made and elite forces should be organized to conduct exploratory research.

President Yongxiang Lu Meets President of European Academy of Sciences

On August 12, Yongxiang Lu, president of the Chinese Academy of Sciences met Prof. Pieter J. D. Drenth, president of the European Academy of Sciences in Beijing.

President Pieter J. D. Drenth introduced the history and principal responsibilities of the European Academy of Sciences. He said that Europe as a whole shows much concern about the cooperation with China, and nowadays scientific and technological cooperation between China and Europe has developed from project-based cooperation into strategic cooperation.

President Yongxiang Lu responded positively to president Pieter J. D. Drenth's proposal, and expressed that the European Academy of Sciences could serve as a bridge between the Chinese Academy of Sciences and all academies of sciences in Europe. President Yongxiang Lu expressed that Europe has a long tradition of science and research experience, the Chinese Academy of Science hopes to establish cooperation not only in the field of scientific research, but also in scientific ethics, scientific concept and scientific and research management.

Vice President Zhu Chen Meets Delegation of Polish Academy of Sciences

On August 9, Zhu Chen, vice president of CAS, met Jan Strelau, vice president of the Polish Academy of Sciences, and Prof. Andrzej Eliasz, president of Poland Psychology School, and their entourage. Both sides have signed "2004-2006 Scientific Cooperation Program between the Chinese Academy of Sciences and the Polish Academy of Sciences".

Vice President Erwei Shi Meets S&T Delegation of the Mexican Government

On August 17, Vice President Erwei Shi met the seven-member technological delegation of the Mexican government headed by Mr. Haimeur, chairman of the Mexican State Scientific and Technological Council. Chairman Haimeur introduced the scientific and technological development situation in Mexico. The Mexican State Scientific and Technological Council has 27 institutes, and its key scientific research fields include biology, new materials (mainly nano-material), communication, advanced manufacturing technologies and technological solutions for social poverty. Chairman Haimeur hopes to strengthen cooperation with CAS, particularly in the transfer of China's mature technology to Mexico.

Vice President Chunli Bai Meets Minister of New Zealand

On August 16, Vice President Bai Chunli met the 22 members of the New Zealand scientific and technological delegation headed by Peter Hodgson. Minister Peter Hodgson's visit to China aims to promote scientific and technological cooperation and exchange between New Zealand and China and to fulfill the relevant contents of the scientific and technological cooperation agreement re-signed by the two countries during President Jintao Hu's visit to New Zealand in 2003.
Vice President Bai Chunli hopes that there will be more concrete cooperation between CAS and scientific and technological organizations and key research universities of New Zealand. Minister Peter Hodgson hopes to strengthen cooperation with CAS in the fields of science, technology and education. During its visit in Beijing, the delegation visited relevant research institutions of CAS.

NASA Former Administrator Visits CAS

Mr. Daniel S. Goldin, former administrator of NASA, gave a report entitled "Search for Origins of Man in the Universe" in the Library of Chiese Academy of Sciences on September 14 afternoon. Deputy Secretary General of CAS Guo Huadong presided over the conference and awarded the medal and certificate of chair professor of CAS to Mr. Daniel S. Goldin on behalf of President Yongxiang Lu.

In the evening, Yongxiang Lu , vice chairman of the Standing Committee of the National People's Congress and president of CAS, feted Mr. and Mrs. Daniel S. Goldin.

Yongxiang Lu Meets Japanese Vice Minister

On August 12, Yongxiang Lu , president of the Chinese Academy of Sciences, met with Mr. Onoshinya, the visiting member of the Japanese Diet and visiting vice minister of Japanese Ministry of Education Culture, Sports, Science and Technology, who is also member of the House of Representatives£¬and his entourage. Mr. Onoshinya briefed President Yongxiang Lu the objective of "China-Japan-Korea 21st Century Civilization Seminar", which was held in China. President Yongxiang Lu said to the guests that looking back on the history of the world development in the 20th century, human being should seek harmonious development between man and nature. China's ancient ideologists advanced the thought that man is an integral part of nature, in which quite a few of the contents comply with the modern ideology of

harmonious development of man and nature. China, Japan and Korea are located in the northeastern Asia and have a long tradition of culture and history, and their economies share high complementarity. The three sides should further strengthen their contacts and exchanges to promote mutual understanding and development.
