China, United States, Russia, First Global-ring Network Link up for Advanced Science and Education Cooperation

On January 12, 2004, Beijing, the GLORIAD project was officially launched. "GLORIAD" is the shorthand of "Global Ring Network for Advanced Applications Development". This ring network is jointly funded and constructed by the Chinese Academy of Sciences (CAS), the U.S. National Science Foundation (NSF), a broad consortium of Russian ministries and science organizations, and will be used for joint scientific and educational projects and research on technology of next generation internet.

The fiber connection ring network "begins" in Chicago, then crosses the Atlantic Ocean to the Nether Light facility in Amsterdam from which it continues to Moscow, then to the Russian Science city of Novosibirsk, across Siberia to the border of China. After crossing the Russia-China border, the network continues to Beijing, then Hong Kong and crosses the Pacific Ocean to complete the ring in Chicago.

At the first stage, the bandwidth of the fiber network is 155 megabits per second (Mbps). And the three countries plan to provide 2.5-gigabit-per-second service levels in mid-2004. With the development of advanced application, GLORIAD is proposed to be a 10-gigabit-per-second optical network around the entire northern hemisphere.

CAS, Institute Pasteur to Jointly Set up A Laboratory in Shanghai

Visiting Chinese President Jintao Hu and French Prime Minister Jean-Pierre Raffarin attended the cooperation agreements signing ceremony between the two governments in Paris on January 28,2004. At the ceremony, Prof Zhu Chen, CAS vice president, and Prof. Philippe Kourilsky, president of the Institute Pasteur, signed a letter of intent for the creation of an Institute Pasteur in eastern China's Shanghai city.

Sino-Russia Joint Center of Natural Resources and Ecological Environment Established

To further promote the academic exchanges and S&T cooperation in resources, ecology and environmental sciences between the Chinese Academy of Sciences (CAS) and Russian Academy of Sciences (RAS), following the S&T agreement singed between CAS and the Siberian Branch of RAS on October 13, 1999, the opening ceremony of the Sino-Russia Joint Center of Natural Resources and Ecological Environment was established on December 24, 2003 in Shenyang. The Shenyang Institute of Ecology of CAS and the Irkutsk Science Center of SBRAS are appointed as the bases for this center.


Cooperation Agreement Signed Between SIOC and University Paris VII

The signing ceremony of a new round of S&T cooperation agreement between Shanghai Institute of Organic Chemistry, CAS and University Paris VII was held on December 2, 2003. Prof. Biao Jiang, director of the Shanghai Institute of Organic Chemistry, CAS and Chancellor Eurin of University Paris VII signed the agreement on behalf of each side.

Joint Center of Life Science To Be Established Between IPP and Its U.S. Counterpart

From December 18-19, 2003, Prof. Z. Renee Sung, Associate Prof. Sheng Luan and Dr. David W. Ow from UC, Berkeley visited the Shanghai Institute of Plant Physiology (IPP), CAS to discuss the related issues of establishing the "Joint Center of Life Science between the Institute of Plant Physiology and U.C. Berkeley".

The center is affiliated with Shanghai Institute of Plant Physiology. As a special unit in the institute, the center aims at establishing a research platform for Chinese and American scientists to conduct cutting-edge research, for training Chinese post-graduates and post-doctors; and promoting the cooperation in biology between Chinese and American scientists.

Joint Research of New PDP Fluorescence Between CIAC and Its Korean Counterpart

Recently, the Changchun Institute of Applied Chemistry (CIAC), CAS and the Samsung SDI Co. Ltd of the Republic of Korea have signed an agreement on joint research on fluorescence of PDP.

From 1997 to 2000, the Changchun Institute of Applied Chemistry has initiated the development and research of new PDP fluorescence with the Korea Institute of Science and Technology. Both sides have published a series of papers. In 2002, the PDP fluorescence developed by the Changchun Institute of Applied Chemistry was certificated and the its quality is approaching the world advanced level. The Samsung Group has advantages in industrialization aspect. The cooperation will be helpful to promote the internationalization and development of the PDP industry.
