Notice from the Ministry of Human Resources and Social Security on Integrating Work Permits for Foreigners with Social Security Cards (Document Number: HRSS Department [2024] No.75)

1. What does the integration of foreigner’s work permits and social security cards mean?

It means that the information of each foreigner’s work permit will be integrated to the corresponding social security card. This provides convenience for foreigners working and living in China through both physical and electronic versions of their social security cards.

2. Can a physical work permit still be used if it has not expired?

For those who already hold a valid physical work permit, the principle of “no change, no replacement” applies. The new integration process will only be required when applying for an extension or information change of the existing physical work permit.

3. How can foreigners holding a physical work permit obtain an electronic social security card?

Employers of foreigners holding valid physical permits should submit an application via the “Reissue Electronic Work Permit” function online through the Service System for Foreigners Working in China. After approval, the foreigner can register and obtain an electronic social security card with work permit information.

4. How to apply for work permit related services after integration?

Applications for work permits, as well as for extension, change, and cancellation can be processed online through the Service System for Foreigners Working in China. Foreigners will no longer need to obtain physical work permits after entering China.

5. If a “Notification of Foreigner’s Work Permit” was obtained before entering China, is the “Work Permit Application” still required after entry?

Foreigners only need to complete “Overseas (pre-entry)” application to cover both the “Work Permit Notification Letter” and “Work Permit” application processes. The process of applying for a work permit after entering China with Z visa has been canceled.

6. How to obtain an electronic social security card?

After entering China, foreigners can download the “Electronic Social Security Card” App on a smart phone. Using their name, work permit number, social security number or other supported identity information, foreigners can register an account and log in to the App. After identity checks are completed, the applicant will receive an electronic social security card with his/her work permit’s information. For social security related inquiries, contact the local human resources and social security departments or call 12333.

7. Where to inquire about work permit information?

Users can check their work permit information in real time via the “Electronic Social Security Card” App, including permit status and expiration dates ensuring timely updates on personal details.

8. Is an appointment still required after integration?

Employers don’t need to schedule appointments through the system.
