CHINESE ACADEMY OF SCIENCES

Eligible Applicants

1. Foreign high level and professional talented individuals who are urgently needed by the State.

2. Foreign high level talented individuals certified by the Organization Department of the CPC Beijing Municipal Committee, Beijing Municipal Human Resources and Social Security Bureau or Beijing Municipal Foreign Experts Affairs Bureau.

3. Senior industry professionals who are employed and guaranteed by the enterprises certified by competent science, technology and innovation authorities of the People’s Government of Beijing Municipality. 

Application Materials and Requirements

1. Valid passport or other international travel documents.

2. Complete the VISA/STAY PERMIT/RESIDENCE PERMIT APPLICATION FORM with black ink, attached with a recent color photo (bare-headed, full face) taken against a white background, measuring 35mm (wide) by 53mm (high).

3. Valid accommodation registration of the applicant either at a local police station in their place of residence or the hotel where they are staying.

4. A certification letter expressing consent for the visa application by the host and inviting organization shall be submitted, which shall give detailed information of the applicant’s travel to China and all information provided shall be accurate and truthful.

5. One of the following supporting documents shall be provided:

a. Materials that meet the conditions and requirements established by the Chinese government’s competent authorities for the introduction of foreign high-level talented individuals and urgently needed professionals.

b. Confirmation letter for foreign high level talented individuals issued by Organization Department of the CPC Central Committee, Ministry of Human Resources and Social Security, State Administration of Foreign Experts Affairs, Organization Department of CPC Beijing Municipal Committee, Beijing Municipal Human Resources and Social Security Bureau or Foreign Experts Affairs Bureau.

c. The Employment Contract and Guarantee Letter for industry senior professional talented individuals issued by enterprises certified by Beijing Municipal Science and Technology Commission. 

Timeline for Application

1. The current R visa holders may apply for an extension of up to 180 days.

2. For the renewal of R visa, applicants may apply for a zero-entry, single-entry, double-entry or multiple-entry visa with a valid entry period of no more than five years and a maximum stay duration of 180 days. The total duration of stay for the renewed visa cannot exceed one year from the date of the latest entry.

3. The extension of R visa for a longer duration is only applicable to the current entry and does not affect the entry times or validity period of the original visa. The total length of the extension shall not exceed the duration of stay specified in the original visa. 

Notes

1. The applicant is required to go through a face-to-face interview. However, if the applicant is above the age of 60 and inconvenient to travel due to illness or other reasons, or is a high-level and professional talented individual who is urgently needed by the State, the inviting organization or relevant service agencies may submit the application on behalf of the applicant (with a photocopy of the agent’s ID documents). Nonetheless, if the exit-entry administration deems an interview necessary, the applicant must attend the interview in person.

2. For the above materials, the original documents along with their photocopies need to be submitted for verification.

3. Any application material written in a foreign language (excluding English) should be translated into Chinese.

4. Applicants who have not yet canceled their household registration in China shall submit their application after the cancellation. 

Reminders on Laws and Regulations

1. Foreigners who wish to extend their stay in China shall submit their application to the exit-entry administration department of the public security authority under the local people’s government at or above the county level at least seven days prior to the expiration of the stay period indicated on their visa.

2. During the period when the applicant’s passport or other international travel documents are held for processing, they can legally reside in China by presenting the acceptance receipt.

3. The exit and entry administration department of the public security authority may verify the purpose of the application through such means as interview, telephone inquiry and on-site investigations.

4. Decisions made by the exit-entry administration department of the public security authority to reject applications for the extension, renewal or re-issuance of regular visas, or to not issue stay or residence permits, or to not extend the duration of residence, shall be considered final.

5. The guidelines are subject to interpretation by the Exit-Entry Administration Department of Beijing Municipal Public Security Bureau.
