The Ministry of Science and Technology of the People’s Republic of China has released the application guidelines for the 2024 first batch of projects for the “Intergovernmental International Cooperation on Science and Technology Innovation” key special project and the 2024 first batch of projects in Hong Kong, Macao and Taiwan for the “Strategic Science and Technology Innovation Cooperation” key special project. The related information is as below:

I. Research Fields and Directions

1. First Batch of Projects in 2024 for the “Intergovernmental International Cooperation on Science and Technology Innovation” Key Special Project

For the first batch of projects in 2024, 19 guideline directions will be established to support science and technology cooperation with 14 countries, regions, international organizations, and multilateral cooperation mechanisms. Approximately 202 projects are expected to be funded, with a total budget of around 653.15 million yuan. Each project is generally anticipated to span 2 to 3 years (subject to specific guideline requirements). Projects do not include sub-tasks (except for guideline direction 2.1).

2. First Batch of Hong Kong, Macao and Taiwan Projects in 2024 for the “Strategic Science and Technology Innovation Cooperation” Key Special Project

These projects will establish one guideline direction and plan to support approximately 15 projects, with a total budget of 30 million yuan. Projects do not include sub-tasks. The research areas include electronic information, biomedicine, energy conservation and environmental protection, new materials science, aerospace, and marine science.

II. Application Methods

1. Online Submission

Applicants are requested to complete online submissions through the National Science and Technology Information System. The submitted application forms will be the basis for subsequent formal reviews and project evaluations by the China Science and Technology Exchange Center. All attachments required in the application materials should be uploaded as scanned electronic copies.

Application submission period for most projects (excluding guideline direction 2.1): November 1, 2023, 8:00 AM, to December 20, 2023, 4:00 PM.

Application submission period for projects under guideline direction 2.1: January 5, 2024, 8:00 AM, to February 22, 2024, 4:00 PM.

2. Organization Recommendation

Recommending units are required to confirm recommended projects item by item on the National Science and Technology Information System by 4:00 PM on December 27, 2023 (excluding guideline direction 2.1). Recommendation letters, endorsed with the official seal of the recommending unit, should be uploaded as scanned electronic copies. For projects in guideline direction 2.1, please confirm recommendations according to the above requirements by February 29, 2024.
